On June 30, the last day of the state fiscal year, the Pennsylvania General Assembly passed a $28 billion general appropriations bill for 2010-2011. Governor Ed Rendell has not yet signed the bill; but he says he will once the legislature passes the required fiscal code bill outlining the specifics of spending and capital projects.
