Senate Bill 1 – the Opportunity Scholarship Act would give scholarships to low income students, so they can attend the school of their choice. The scholarships would allow both public-to-public and public-to-private school choice. The voucher program will allow private and Catholic schools to keep their identities. The scholarships would be phased in with three year approach that is fiscally responsible. The proposal also increases the available Educational Improvement Tax Credits (EITC) to $100 million.
